PROBLEM TO BE SOLVED: To enable injection of washing water by depressing a button disposed at a base end part by a method wherein a portable washer for local parts of a human body is equipped with an manual air pump and with a nozzle rotatable centered on the base end part to pressurize a liquid level of the washing water by an air pump operation. SOLUTION: A fitting cylinder 53 protruding from the rear wall of a base end part 52 of a nozzle 55 is rotatably fitted into the front part of a shaft cylinder 43 wherein a first mounting cylinder 17 at a lower end part of a cylinder is fitted into a mouth neck part below a vessel body by inserting the cylinder 12 into the vessel while a piston member 21 is fitted into the cylinder and a second mounting cylinder 42 is fitted into an upper mouth neck part of the vessel. A leg cylinder 83 of a button inserted into the base and part from an opening bored at the front wall of the base end part is integrally linked to the front part of a valve shaft 73 of a poppet valve 71 which is energized forward to be inserted into a valve plate 46 fitted in the front of the shaft cylinder so that a second delivery valve 76 made up of a valve head and the valve plate of the poppet valve can be opened by depressing the button.
