A mechanical device comprising; a base which is attached to the lower side of tables that are found on typical furniture at public telephone locations. The base has a hinge and a dashpot. Attached to the base by the hinge is a frame and a piston. The piston interacts with the dashpot on the base. On the piston is a seal and which controls the interaction between the piston and the dashpot. A typical binder with spring closing covers is fastened to the frame by it's back cover with the back of the binder in a more or less vertical position when the binder is in the storage position. When not in use, the binder with it's book, hangs below the table. A rest protrudes from the table of the telephone furniture in a position where it supports the binder when the binder, on is's frame, is hinged forward and upward from below the furniture to a horizontal position in front of the table, and opened. The rest supports the binder while it is open. The binder with it's book is easily held open with light downward pressure on the front cover with one hand. When the downward pressure is released, the springs in the covers of the binder close the binder and it returns below the table. The speed of the return is controlled by the piston and dashpot device.
