The phase shifter has at least one conductor between a signal input end and a signal output end. The conductor is held parallel to a conductive ground element. The phase shifter also includes a planar dielectric element which borders on the conductor so that the conductor is between the plane of the dielectric element and the ground plane. An adjustment device produces a relative movement between the conductor and the planar dielectric element, and the output phase is altered according to the overlap of the conductor by the dielectric element. An antenna containing the phase shift element is also claimed.
