PROBLEM TO BE SOLVED: To omit the arithmetic operation of a certifier for each path information in an IC card, and to prevent the transfer or re-use of the path information. SOLUTION: This charge collecting system for onboard distance uses an on-vehicle equipment having a radio communication function and an IC card 30 having a paying function and a passport function which is inserted into the on-vehicle equipment 20 so as to be used. The IC card 30 is provided with ID information for specifying this IC card 30 and state information for specifying the state of the IC card at that time. At the time of recording route information in the IC card 30, the IC card ID information and the information for specifying the state of the IC card at that time are included in the route information. Also, at the time of reading the route information form the IC card 30, the ID information and state information of the IC card 30 are also read, and the IC card ID information and state information in the route information are compared and collated with ID information and state information read from the IC card 30, and the illegal use of the IC card is detected. |
