SOLUTION: In the image coder that encodes a moving image while selecting a coding system between the inter-frame coding system and the in-frame coding system, a motion information management section (2704) discriminates whether or not a motion over a prescribed threshold value is in existence for the lapse of a prescribed time T from a prescribed point of time in an object in respective areas of m-sets of block groups in each frame of a moving image. Based on the discrimination result, a collective refresh section (2706) applies collective refresh (in-frame coding in 1 frame) to a block group having a motion of a threshold or over and a distributed refresh section (2801) applies distributed refresh (in-frame coding in different frames for each block) to a block group in an area where a motion over the threshold is not in existence.
