PROBLEM TO BE SOLVED: To surely switch a reception system of a vehicle that moves between areas of different systems in the case of modifying part of the radio systems. SOLUTION: A switching signal oscillator 3 that outputs a switching signal is placed in a common area A3, and a plurality of forced switching signal oscillators 4, 5 that send a forced switching signal used to forcibly switch the radio system of a vehicle 1 to the radio system of a communication area A1 or A2 are placed in the communication areas A1, A2 adjacent to the common area A3 respectively. Thus, the radio system of the vehicle 1 is switched to that of each of the communication areas A1, A2.
