摘要 PROBLEM TO BE SOLVED: To ensure charging of a backup battery in an uncharged or discharged condition by generating a switching control signal controlling the switch of a lamp lighting switching means so as to be open when the charging voltage of a backup battery is below a prescribed charge voltage value. SOLUTION: A battery voltage detecting circuit 19 supplies a control signal to an AND circuit 20 according to the charging voltage value of backup battery 15, and the AND circuit 20 supplies a control signal conducting ON/OFF switching of a switch 18. If a power supply value drops and the output of a rectifier circuit 13 drops to below the prescribed voltage value during a charging process, the switch 18 is turned ON, and an emergency lamp 17 is powered by the backup battery 15 supplies for lighting. It is thus possible to eliminate incorrect determination due to the dropped output power of the rectifier circuit 13 in the charging operation of the backup battery, and ensure charging of the backup battery 15.
