The fastener has a central pin (26) with a cylindrical fastening body (28). This is fastened inside a fastening hole (32) of a reinforcing plate (30). The central pin has a contact head (36) which is shaped as an extension from the body. A retractable lug (38) is housed in the central pin and this locks the central pin in the reinforcing plate by retaining the holding plate between the contact head and retractable lug. A spring (48) is provided to hold the retractable lug in a permanently locked position to retain the central pin in a locked position.
