The terminal (1) is used to make a telephone connection via a telephone network and maintain it for as along as a credit amount exists, whereby the credit is accounted for in predetermined charge units. The terminal has an auxiliary connection (3) to a base telephone communications system (4) and has a timer which can access the connection line to couple signals in and out essentially without load, convert the signal into binary form and access a database containing different operators' tariff information. The timer has a control unit that acquires current tariff data according to binary signal characteristics and determines the charge duration. A pulse generator generates charge pulses that are placed on the connection line and evaluated by the terminal. An Independent claim is also included for a telephone cell containing the terminal.
