PROBLEM TO BE SOLVED: To provide a fixing roll having excellent strength of adhesion by realizing the uniformity of foamability while suppressing enlarging of foamed grains of silicone rubber and a method of manufacturing the fixing roll which does not require many man-hours for production. SOLUTION: The fixing roll for a two-layer coating structure formed by coating the outer periphery of an arbor (1) with a non-foamed silicone rubber layer (2) and further, coating the non-foamed silicone rubber layer (2) with a foamed silicone rubber layer (3). Further, as the method of manufacturing the same, the non-foamed silicone rubber layer (2) and the foamed silicone rubber layer (3) are simultaneously extrusion-molded onto the outer periphery of the arbor (1) in such a manner that the non-foamed silicone rubber layer (2) is held by the arbor (1) and the foamed silicone rubber layer (3) to form the two-layered coating structure by the rubber layer and thereafter these layers are subjected to vulcanizing and heat treatment.
