PROBLEM TO BE SOLVED: To provide a low speed positron beam generator capable of facilitating on-line use of an accelerator and successively obtaining a high intensity and low speed positron beam. SOLUTION: A target member 11 is arranged with inclination against the path of accelerated particles 10 so that the accelerated particles 10 from an accelerator is made incident slantingly on the incidence surface 11a of the target member 11, generates aβ<+> decay isotope element by nuclear reaction in the target member 11 and let theβ<+> decay isotope element release around high speed positron. A moderator 12 is arranged facing the incidence surface 11a at the position out of the path of accelerated particles 10 and by receiving the released high speed positron from the target member 11 via the incidence surface 11a, it releases low speed positron and a withdrawal electrode 13 takes out the low speed positron as a low speed positron beam 14.
