If the friction coefficient p is the predetermined valueμ0 or less, it is then advanced to S16, and if it is in excess of the predetermined valueμ0, it is then advanced to S14. By judging whether the speed of the vehicle (V) is the predetermined value V0 or more, it is judged whether or not it is running at a high speed (S14). If the speed of the vehicle (V) is the predetermined value (V0) or more, it is then advanced to the step S16, and if it is less than the predetermined value V0, it is then advanced to the step S20. A starting threshold value of an ABS control (Sa) is set such that it is easy to be intervened to the ABS control by subtracting a predetermined valueαfrom the starting threshold value of the ABS control (Sa) and then correcting it to be smaller one (S16).
