SUBSTANCE: cemented carbide (hard alloy) is coated with at least one diamond layer (2 to 15 mcm thick) prepared by chemical or physical deposition from gas phase and with at least one chromium carbide, chromium nitride, or chromium carbonitride layer (0.2 to 5 mcm thick) disposed above that diamond layer. Substrate is subjected to mechanical treatment such as jet treatment or brushing to surface purity R<SB>a</SB> = 0.1-0.5 mcm, preferably 0.2-0.3 mcm.
