PROBLEM TO BE SOLVED: To improve applied performance to a narrow space and to improve workability and adaptability by simply forming a photocatalytic layer on a surface to be treated in the atmosphere or an underwater atmosphere and to easily forming an excellent phtocatalytic layer having wide surface area. SOLUTION: A technique to support a photocatalyst consisting of TiO2 or the like on the surface of a tape base material 1 and paste the surface of the material K to be treated with an adhesive layer 5 formed on the back surface to form the photocatalytic layer 2 is applied. In such a case, the one having a composite structure formed by laminating the tape base material 1, the adhesive layer 5 formed on the back surface, the photocatalytic layer 2 supported on the surface of the tape base material 1 and a protective paper 4 covering the photocatalytic layer 2 is utilized.
