PROBLEM TO BE SOLVED: To obtain a flame-retardant foam excellent in heat-insulating property, having a high compressive strength even having a low density, and low in load to environment and useful as a heat-insulating material, etc., by mixing unsaturated carboxylic acids, etc., with metal (bi)carbonate, etc., and pouring the mixed solution into a mold and subjecting the solution to foaming and crosslinking, etc., with a metal salt in the mold. SOLUTION: (i)α,β-Unsaturated carboxylic acids such as acrylic acid and/or (ii)α,β-unsaturated carboxylic acid-based (co)polymer such as polyacrylic acid is mixed with (B) a metal (bi)carbonate such as MgCO3 and (C) at need, a polymerization initiator, preferably by agitating type mixing of low-pressure discharge and the mixed solution is poured into the mold and subjected to foaming and crosslinking with a metal salt in the mold and as necessary, polymerized to provide the objective foam. An amount of the component B (ii) used is preferably >=20 equivalent % based on carboxylic group of the component A. In the foam, the weight of (co)polymer crosslinked with a metal salt is preferably >=20 wt.% based on total weight.
