摘要 <p>PROBLEM TO BE SOLVED: To prevent the lowering of motion compensation accuracy when a compressed reproduced image is obtained by generating a reference image, after the motion compensation has been given to an image which is compressed with a specific ratio in its horizontal direction compared with an original image with pixel accuracy of a specified ratio that is set in both the horizontal and vertical directions respectively. SOLUTION: A reference image is generated by giving the motion compensation with horizontal m/16 pixel accuracy and vertical 1/2 pixel accuracy with respect to an image which is segmented from a reproduced image and compressed by m/8 in its horizontal direction, as compared with an original image. If an image which is compressed by m/8 in its horizontal direction as compared with the original image is generated as a reference image, a vector value conversion circuit 15 converts the motion vector that is obtained by a variable length decoder 14, so as to set the value of the vector at m/16 in its horizontal direction. Then each of motion compensation circuits 10 and 11 performs the motion compensation with m/8 space accuracy of a pixel that is horizontally adjacent to the image, which is compressed by m/8 in its horizontal direction. As a result, the horizontal motion compensation accuracy becomes substantially equal to 1/2 pixel accuracy.</p>
