PROBLEM TO BE SOLVED: To provide a voice encoding transmission system by which high quality voice transmission is attained when a transmission network where silence compression is executed is connected to an existing transmission network without silence compression. SOLUTION: This system is provided with a transmission end 10 for processing the sound section of an original voice signal by encoding and also outputting a first voice code generated by silence compression to a first transmission path A, a relay node 20 for outputting to a second transmission path B a second voice code which is generated by interpolating background noises in the silence section of the original voice signal based on the first voice code received from the first transmission path A, and a reception end 30 for processing the second voice code received from the second transmission path B by decoding and reproducing the original voice signal. Here, an internal state at the time of a processing by encoding in the transmission end 10 is made to coincide with the internal state at the time of the processing by decoding in the reception end 30.
