A separator for fuel cells, solving the problems encountered in the conventional techniques and being low in cost and excellent in hydrophilic property and electric conductivity; and a method of manufacturing the same. A separator for fuel cells, characterized in that a surface contact angle on a surface of the separator according to a liquid-drop method using water is set to 3 DEG -70 DEG by hydrophilicity-treating a raw material for the separator in a hydrophilic gas; and a method of manufacturing a separator for fuel cells, having the step of molding or machining a raw material for the separator, characterized in that a surface contact angle on a surface of the separator according to a liquid-drop method using water is set to 3 DEG -70 DEG by hydrophilicity-treating a molded or machined raw material therefor in a hydrophilic gas.
