The invention discloses a partially sealing closure, or bulkhead for use with dry bulk cargo containers. A moveable semi-rigid bulkhead for retaining a cargo inside a cargo container includes a central wall adapted to rest on the floor of the cargo container in a close fit with the floor and side walls thereof. The central wall is a thin, flexible, semirigid sheet having a lower flap hingedly attached to the lower edge, and side flaps also hingedly attached to the right and left edges. The flaps can be positioned at an angle perpendicular to the plane of the central wall. When the bulkhead is placed in a container, a smaller cargo space is created. The flaps rest in a substantially sealed fit against the side walls and floor of the container at an angle of less than 180 degrees with the central wall. The flaps may include articulated joints parallel to the edges of the central wall. Bracing members are provided externally of the cargo space created to provide support for the bulkhead and to transfer the load of a cargo placed between the bulkhead and front wall from the bulkhead to the container.
