PROBLEM TO BE SOLVED: To easily avoid excess connection even when a margin of a frequency band is lost. SOLUTION: The device 1 stores information (in a storage section 7) based o an application value of connected connection independently of information (in a storage section 4) calculated from real traffic by taking the application value of a connection whose communication is not started yet after the connection into account at reception discrimination. The time to store the information based on the application value of the connected connection is managed for each connection and a connection reception discrimination section 5 makes reception discrimination based thereon.
