PROBLEM TO BE SOLVED: To easily and flexibly update peripheral base stations information accompanying new installation or abolition of a radio base station or batch call area information or the like. SOLUTION: A base station 6f discriminates a highest perch channel and informational peripheral radio base station 6e of information (base station new installation notice) representing an operation a state of its own station. The radio base station 6e updates a peripheral zone table. The base station 6f informs also other peripheral radio base stations 6a-6d and a service control station 1 of the base station new installation notice via a base station control station 3e. Then peripheral zone tables and batch-calling area tables of those stations are updated.
