SOLUTION: A transparent substrate 1 with a metal film 2 is exposed into the saturation steam of a silane coupling agent, and an organic silicon film is formed on the metal film 2. First, 30 ml methyltriethoxysilane is loaded into a wide-mounthed petri dish as an undiluted solution and is left to stand at a room temperature for 24 hours, and the inside of the petri dish is filled with the saturation steam of propyltriethoxysilane. Then, the transparent substrate 1 is fixed to a stainless mask (support tool) so that the part of the metal film is exposed, the mask is placed on the opening of the petri dish and is left to stand for 30 minutes, an organic silicon film 3 is formed on the metal film of a cover glass, and then a 70 ml saccharification hemoglobin (HbA) antibody with 8.2&times;10<3> <mg> /ml concentration is dripped onto it before being left to stand still for 120 minutes. After rinsing, it is naturally dried, thus obtaining a measurement chip.
