PROBLEM TO BE SOLVED: To save water and prevent environmental pollution. SOLUTION: A step 121 is provided on a toilet seat for fitting a toilet seat frame 20. At the time of excreting, a plastic bag 32 is placed in a toilet vessel 11 so that the mouth thereof covers the toilet seat. And the toilet seat frame 20 is lowered to the step 121 of the toilet seat for catching and fixing the mouth of the plastic bag, thereby an excrement is held in the plastic bag 32. When the toilet seat frame 20 is lifted after using, the plastic bag 32 slides and falls in a bottom pipe 14 fitted to the bottom of the toilet vessel 11, and discharged outside a toilet 10.
