PROBLEM TO BE SOLVED: To read all picture elements obtained in an image pickup element by one exposure, to form the still images of high image quality and to faithfully reproduce movement for moving images. SOLUTION: The moving images are formed by an image pickup element output picture element mix read system and the still images are formed by an all picture element read system. That is, for the moving images, the video signals of picture element mix read similar to before are outputted from an image switching circuit 27 through a through-line L and the moving images are formed based on them. On the other hand, for the still images, for all the picture elements obtained in a CCD 12 by one exposure within the period of 1/60 second, a light shielding period is utilized, the signals of an odd-numbered line are read in the next period and the signals of an even-numbered line are read in the next period further. Thereafter, the odd-numbered line data are outputted through the third memory 25 of phase adjustment and the other even- numbered line data are outputted through a second memory 24 to a mixing circuit 26 and picture element mix signals are formed there. Thus, since all pixel data at the time of the same exposure are used in the still images, image quality is improved.
