PROBLEM TO BE SOLVED: To provide a picture evaluating device and method for quantitatively, stably and quickly evaluating the dirt of the surface of an object to be evaluated instead of the visual evaluation of an operator. SOLUTION: The surface of an inspection sheet 9 is read by image pickup devices 1 and 2, each area of a pattern part due to dirt per each unit area of a picture is obtained based on the picture data, and an evaluated value corresponding to the level of the dirt is calculated based on the total sum of the areas of the pattern parts due to the dirt per the unit area. |
