PROBLEM TO BE SOLVED: To stably excellently form a toner thin layer on a developing sleeve by preventing the excessive wear of an elastic regulating blade. SOLUTION: The cross-sectional shape of the elastic regulating blade 7 is formed so that the thickness of a rubber elastic layer 16 on a downstream side from an abutting part may be larger than that on a more upstream side from the abutting part in the rotating direction of the developing sleeve 5. Thus, a wedged area formed by the sleeve 5 and the layer 16 is continuously maintained and the toner thin layer is stably formed on the sleeve 5. |
