PROBLEM TO BE SOLVED: To make it possible to provide picked up video data by superimposing upon them video data which are selected on the basis of an instruction from a client on the user side. SOLUTION: When a selection instruction of a picture to be superimposed and synthesized from a viewer 102 that operates on the client side is given, a superimposed picture acquisition means 105 demands its superimposed picture of a server machine 103 and stores it in a superimposed picture storage means 106. On the other hand, an image picked up by a camera device 107 is converted into digital data by a capture means 108. Then video data captured by a picture synthesis means 109 are synthesized with the superimposed picture, which is compression-encoded by a compression encoding means 110 and transmitted to the viewer 102 by a data transmission means 11.
