PROBLEM TO BE SOLVED: To surely prevent toner from being transferred as fog from both longitudinal ends of a developing sleeve to a photoreceptor during development, and prevent toner from scattering and dropping as a lump, and to steadily and satisfactorily form a thin layer of toner onto the developing sleeve by an elastic blade. SOLUTION: Gaps are made between the internal walls of both ends of the opening of a developer container 14 and the longitudinal side-ends of an elastic roller 6. And the abutting nip of the elastic blade 7 with the developing sleeve 5 is made so as to extend further outside in the longitudinal direction of the developing sleeve 5 than the abutting nip of the elastic roller 7 with the developing sleeve 5. At elastic a developer-flow quantitative regulation member 22, opposite the unabutting part of the developing sleeve 5 with the elastic roller 7 and the abutting part of the elastic blade 7 with the developing sleeve 5, is provided so as not to contact them.
