PROBLEM TO BE SOLVED: To achieve efficient loading by loading products together based on plural references like time and distance. SOLUTION: This device provided with a first area master 1 for classifying a prescribed delivery area into plural areas with time as a reference and classifying the respective areas into plural division codes, a second area master 2 for classifying the prescribed delivery area into plural areas with a distance as a reference and classifying the respective areas into plural division codes and a received order management file 3 for managing all received orders. A data preparation part 5 retrieves a pertinent area from the first area master 1 or the second area master 2 corresponding to a division code included in a received order, extracts all the received orders included in the pertinent area from the received order management file 3 and prepares a loading data of the products based on all the extracted received orders.
