PROBLEM TO BE SOLVED: To provide a developing device and image forming device which prevents excessive supply and insufficient supply of developer, thereby achieving appropriate supply, and prevents a decrease in image density, thereby obtaining high image quality. SOLUTION: The device is equipped with a developing sleeve 12 which supplies developer to a photoreceptor drum 6Y, an upper mixer 13, disposed with a specific amount of gap left between the developing sleeve and itself, which stirs and carriers the developer in a first direction and also supplies it to the developing sleeve, and a lower mixer 14, disposed below the upper mixer, which receives the developer carried out from the mixer, stirs and carries it in a second direction opposite the first direction, and circulates and carries the developer between the upper mixer and itself. The developing sleeve is disposed such that its upper edge is lower than the upper edge of the upper mixer. |
