SOLUTION: The index of packet loss rate or transmission delay fluctuation is calculated from the monitor information of a communication state monitor part 123 in a reception terminal 102, these data are received by a transmission control part 113 inside a data server 101, a transmission parameter is dynamically changed while receiving network monitor information by determining the transmission parameter from the communication state index, and the degradation of reproduction quality can be reduced.
