The inner pipe (16) is movably contained in the outer pipe (14) inserted into an opening (12) in a container (10) of fluid. An inlet (18) in the outer pipe is connected with an outlet (22) in the inner pipe. A guide (24) between the outer and inner pipe has an axial section (26). A peripheral section (28) next to the axial section enables the inner pipe to be twisted from a position of readiness to an open position.
