PROBLEM TO BE SOLVED: To prevent and restrict primary and secondary disasters and to deploy activities for disasters supposed to occur after a principal earthquake, by transmitting information of a vertical wave and a transverse wave detected by an ahead base station, to a central monitor station by a transmitter. SOLUTION: A central monitor station M having a central monitor is installed, and eight front base stations Sa-Sh are installed in the cast, west, south, and north and their central directions of the central monitor station M. The advanced base stations Sa-Sh have seismic intensity measuring apparatuses which detect an earthquake and transmitters which transmit data on this earthquake. When an earthquake occurs in one region out of the front base stations Sa-Sh, a vertical wave and a transverse wave are detected by the front base station Sf for example, and information of the vertical and transverse waves is transmitted to the central monitor station M by the transmitter, before they reach the central monitor station M. As the result of that, it becomes possible to detect and measure the earthquake in real time, to transmit its information to the central monitor station M, to prevent primary and secondary disasters, and to make the first step toward localization. |
