PROBLEM TO BE SOLVED: To automatically retry and to surely make a call to a user terminal of an incoming destination by making a sending end terminal which receives a call setting signal automatically make a call out to a receiving end radio terminal and setting a communication line with the receiving end radio terminal. SOLUTION: A sending source user 15 who gets rejection of connection to a terminal of an incoming destination user 16 calls an external service center 11 that is connected to an ISDN network 12 and requests to supervise that the user 16 should return into its zone. In such a case, the user 15 manually sets self-terminal to a 'service center call mode' and carries out a job. When it repeats incoming control to the terminal of the user 16 and receives call in response from the terminal of the user 16, the center 11 notifies the user 15 to the effect that the user 16 returns to the zone. The terminal of the user 15 who receives the call automatically calls a call notice signal to a trigger and executes incoming connection to the terminal of the user 16.
