A write address generator provides it for the cell buffer in units of a preset number of cell data, which are to be inserted within a preset time period for their storage in the cell buffer. A read-out address is generated for the cell buffer in units of cell data elements, when the data are read out from the cell buffer. A device is provided to manage the number of cell data in each section of the cell buffer for the storage of preset number of cell data.
