PROBLEM TO BE SOLVED: To provide a complete package body in semirigid assembly or to make it a part of conventional package having a rigid external container by a method wherein an open frame is provided so that a charge of matters is surrounded therewith while being exposed partially, a barrier material is drawn in, and an enclosure is formed therewith. SOLUTION: The apparatus is equipped with a framing station 3 for placing a frame member at least at a part around a charge of cigarettes 2' supplied from a supply station and a pickup station 2". The pickup station 2" is equipped with a means that feeds a soft impermeable web extending via a passage of the framed charge 2 to the pickup station 2" and a means that pushes the charge 2 through the web at the pickup station 2" and feeds the charge 2 and a barrier web to a narrow and long station and a end-sealing station. Thereby, an enclosure wherein the web is sealed around the charge 2 and the frame is formed.
