PROBLEM TO BE SOLVED: To obtain a developing method and a developing device capable of forming a printing relief by which high-quality printing can be realized with little irregularities of the floor of the relief and without the irregular gradation of the dotted portion of a printed matter. SOLUTION: In the developing method for photosensitive resin plate where resin material at an unexposed part is removed by a brush by immersing the exposed photosensitive resin plate in developer or spraying the developer to the resin plate; the brush and/or the photosensitive resin plate is circularly moved, while the center axis of the circular motion is circularly moved further. Then, the developing device for the photosensitive resin plate is equipped with a mechanism for circularly moving the photosensitive resin plate and/or the brush and a mechanism for circularly moving the center axis of the circular motion.
