The lower surface of the cross bars (40) may be located near or above the neutral axis of the load bars (20). The cross bars (40) and load bars (20) are reinforced with rovings (30, 46) placed along their respective longitudinal axis. The load bars (20) have longitudinal rovings placed below the lower surface of the cross bars (40). Above the lower surface of the cross bars (40), the load bar rovings (30) are interwoven with the cross bar rovings (46).
