In a first working condition, the adjusting element (22) is regulated depending on intended and actual revs values. This first condition applies when the adjusting element is in its idling position, or when the speed of the vehicle is below a certain level. There may be an idling switch which adopts a first position in these circumstances, and another position when the adjusting element is outside the idling position, in which the idling revs act on the adjusting element.
