PROBLEM TO BE SOLVED: To provide excellent electromagnetic wave shielding property and reflection preventing property by forming a thin film containing ruthenium fine particle having a thickness of a specified value or more, a transmittance of a specified value or less, and a surface resistance of a specified value or less on the outer surface side of a panel glass. SOLUTION: As a panel glass 10, a glass having a transmittance in a thickness 10.16 mm at a wavelength of 546 nm of 40% or more is used. When ruthenium fine particle is included so that the transmissivity of a first thin film 11 is 90% or less, and the thickness is set to 50 nm or more, the surface resistance value is 10Ω/square or less, and excellent electromagnetic wave shielding property can be provided. Considering the luminance, the transmissivity of the first thin film 11 is preferably 70% or more. A second thin film (reflection preventing film) 12 having a refractive index lower than the first thin film 11 is formed on the first thin film 11, whereby the surface reflection is suppressed. Thus, the luminance and the contrast can be regulated.
