PROBLEM TO BE SOLVED: To suppress fluctuation of system voltage within a specified range during start-up of a facility by operating a compensation amount set value based on the sequence for throwing a plurality of sets of harmonic filters into a power supply system and the sequence for throwing a system voltage into the power supply system. SOLUTION: A throw-in control section 35b delivers a throw-in command for an SFC circuit breaker and a sequential throw-in command of circuit breakers for respective harmonic filters. The timing represents the time required for the compensation amount outputted from an SFC capacity switching section 35e to reach a new level while confirming the throw-in state of a circuit breaker and for a stationary flicker compensation unit (SFC) to reach a new compensation amount. An SFC capacity operating section 35d performs an operation of ΔV (voltage fluctuation of power supply system)≈XΔQ (throw-in capacity) based on a preset system impedance (X:%Z) value, the rated capacity of SFC and the capacity of each harmonic filter expressed in terms of basic wave. Based on the ΔV and the output from a converter 35c, compensation amount of the SFC is outputted upon completion of next throw-in of the circuit breaker for a specified value of ΔV. |
