<p>PROBLEM TO BE SOLVED: To prevent the efficiency of encoding from being reduced and to efficiently execute editing work by inserting an efficient editable point in execut ing the compressing encoding of a moving image signal. SOLUTION: The data of an encoding mode, the occupation quantity of a VBV buffer and a display field phase corresponding to an encoding frame are extracted in each encoding frame of a moving image signal, and in the case of connecting a part or all of encoded data to other encoded data base on the extracted contents, a condition of a normal editable point for attanaing continuous connection not disconnected in any of the encoding mode, the buffer oppupation quantity and the display field phase is judged (S2). At the time of judging that an editable point of which insertion is not instructed does not satisfy the condition of the normal editable point, the editable point is inserted by delaying it up to a point of time judging that an editable point of which insertion is instructed satisfies the condition.</p> |
