The apparatus has a folding base frame (10) with a leading (11) and trailing (12) section with a rotating connection between them. The rear base section (12) supports an upwards linkage seating (122) from its end. An upright support carrier (20), with a longitudinal slit (23), is fitted into the linkage seating (122) at its lower end. An inserted locking pin (123) through the linkage seating (122) gives a selective locking action to the relative movement between the support carrier (2) and rear base section (12). A pull unit (30) has an extended pull carrier (31) with a centre section rotating at an upper end part of the support carrier (20). Handlebars (32) are at the upper end section of the pull carrier (31), with a pedal unit at the bottom end section. A seat unit (40) with an extended seat frame (41) has the seat (42) mounted to the trailing end while the leading end rotates at the rear base section (12) near the linkage seating (122). A folding connection unit (50) has two extendible locking links (51,52) each with a locking end connected together by rotation. The connection unit (50) extends through the slit (23) in the support carrier (20), with one free end rotating with the pull carrier (31) and the other end rotating with the seat frame (41). The resistance unit (60), between the rear base section (12) and the seat frame (41), works against a rotating movement of the seat frame (41) from the rear base section (12).
