PROBLEM TO BE SOLVED: To prevent splashing of toner at a rear end of a transfer material by restricting drop of the voltage at the rear end as a non-image-forming region of the transfer material at the time of transfers. SOLUTION: Voltage drop at a rear end P1 as a non-image-forming region of a transfer material P is suppressed by using a constant current so as to perform the control that a transfer bias having the same polarity and a current value (for example, 70μA) several times higher in comparison with the current value (for example, 20μA) of the transfer bias to be applied to an image region P of a transfer material is applied for overlap to the rear end P1 as a non- image-forming area of the transfer material P. A balance of a charge of the transfer material P and a charge of the toner is never lost, and splashing of the toner at the rear end P1 of the transfer material P1 is prevented.
