PROBLEM TO BE SOLVED: To continue the operation of other plants except the plant corresponding to a controller to be replaced by connecting the plant data converting device between an existing network and a newly provided network in a newly installed monitor and control unit. SOLUTION: Data D11 to D1n from respective power plants P1 to Pn are inputted from the existent network 4 to the plant data converting device 100 and converted into plant monitor data D102 for the newly installed monitor and control unit R1, and the data are sent out to the newly provided network R4 and transferred to the newly installed monitor and control unit R1. Then the operation of only the power station P2 whose connection with the control unit is switched is stopped temporarily and the control unit which performed the control so far is disconnected and connected to the control unit R22 of the new monitor and control unit R1; and the power plants are operated again and thus the control unit is replaced completely. This replacing operation is performed for all the power plants and the monitor and control unit is replaced without stopping the whole system.
