PROBLEM TO BE SOLVED: To provide a blocking phenomenon eliminating method which can eliminate in real time the blocking phenomenon of a moving image when this image is coded by obtaining the frequency information on the peripehry of a block boundary to each pixel, controlling the size of a discontinuous compo nent that is contained in the periphery of the block boundary at its minimum value, and eliminating the blocking phenomenon in a slow area such as a back ground, etc., which has virtually no movement. SOLUTION: The pixel strings S0 , S1 and S2 consisting of four pixels respectively are decided around a block boundary (S101), and the frequency information on the periphery of the block boundary is obtained to each pixel (S103). The size of a discontinuous component that is contained in the block boundary of a frequency area is controlled at the least size of a discontinuous component that is contained in the periphery of the block boundary (S104). Then a blocking phenomenon is eliminated in an area such as a background or the like which has virtually no movement or has an extremely small movement (S107). Thus, the blocking phenomenon is totally eliminated. |
