PROBLEM TO BE SOLVED: To provide a system to set a permanent virtual circuit PVC by avoiding a VPI/VCI used by a switched virtual circuit SVC in the case of setting a PVC on-line between two optional end-to-end devices in an asynchronous transfer mode ATM network and even in the case that the PVC and the SVC are in operation in mixture. SOLUTION: In the case of sending configuration definition information (VPI/VCI) from a manager side to each target machine, the operating state of the configuration definition information (VPI/VCI) received by the target machine is discriminated, and when in use, the VPI/VCI not in use is assigned automatically and the VPI/VCI is returned to the manager. Furthermore, Based on the VPI/VCI returned from the target machine, the configuration definition information (VPI/VCI) of the target machine sent next is corrected automatically to ensure the matching of the configuration definition information (VPI/VCI) of each target machine.
