SOLUTION: Chains 16L, 16R are put on both the sides of a sliding element 14 and are wound on chain pulleys 17L, 17R and large chain pulleys 18L, 18R and weights 20L, 20R are mounted at the suspension end. When the weights 20L, 20R are pulled up, the large chain pulleys 18L, 18R idly revolve. Next, when the weights 20L, 20R are pulled down, the large chain pulleys 20L, 20R lock on gears 11L, 11R, operating force is increased by a diameter difference, a piston 3 is pushed up via a receiving plate 7, a floating body 5, weights 6L, 6R and a connecting bar 8, water in a piston chamber 9 is pushed up to an upper tank 2 and an upper water level surface is formed within the upper tank 2. The weights 6L, 6R are mounted, the piston 3 of a middle tank 1 is lowered, the water level of the upper water tank 2 is lowered and a lower water level surface is formed. A weight floating chamber 15 in which water is put in both chambers is suspended in upper space and drop energy is generated.
