PROBLEM TO BE SOLVED: To reduce an added amount of fine particles by holding the particles each having a specific value of a particle size in a mesh of a sheet having fine mesh to form a fine particle layer, and fixing the particle layer, thereby reducing the thickness without reducing the optical diffusivity. SOLUTION: Fine particles each having a particle size of 015 to 50μm are held in mesh 2 of a sheet having fine mesh 2 made of, for example, natural or synthetic fiber to form a fine particle layer. And, the particle layer is fixed. If the particle size of the particles 1 is less than 0.5μm, it becomes ultrafine particles so that scattering of a visible light ray is reduced. If the size exceeds 50μm, a scattered light becomes irregular to generate irregular luminance. As a method for forming the particle layer by holding the particles 1 in the mesh 1, for example, a method for dropping the fine particles while giving vibration to a mesh sheet or the like is used. As a method for fixing the held particles, for example, a method for fusion bonding fine particles to a mesh sheet by heating the particles, a method for spraying adhesive to a mesh sheet holding fine particles 1 or the like is used.
