PROBLEM TO BE SOLVED: To provide an image data transmitter capable of transmitting video data in a short time. SOLUTION: At the time of receiving an image request data from a user station (S20 is Yes), the image of a requested spot is obtained (S22). Then, whether or not source video data specified from a user station side are held is judged (S24). In the case of holding the source video data inside a data base (S24 is Yes), the specified source video data are obtained from the data base (S26), and the difference of a latest image and the source video data is computed (S28) so that the computed data are transmitted to the user station side (S32). In this case, only the difference from the source video images is transmitted, so that the video data are transmitted in a short time. On the other hand, when the frame of the source video data is not present (S24 is No) in the judgement of whether or not the frame of the specified source video data is present in the step 24, the latest image for transfer is compressed as it is (S30) and transmitted to the user station (S32).
